作为地震极重灾区的绵竹清平、汶川映秀以及都江堰的龙池三乡镇，也是此次受灾最严重的地方。
专家指出，山区地震诱发的地质次生灾害将持续10年以上，其中5年内是高发期。由地震引发的崩塌，滑坡，泥石流和山洪形成灾害链，将在很长一段时间内考验四川。
四川省政府加强群防群测等四项举措，应对防灾新难题。

8月14日凌晨3时，短短2小时映秀降雨量达163毫米，映秀红椿沟的泥石流终于暴发。70万立方米的泥石流冲出红椿沟，截断岷江。改道的河水顷刻淹没了即将完工的映秀镇区。

8月13日，绵竹清平暴发泥石流后，他第一时间赶到清平实地调查。
“大沟小沟，几乎沟沟都发”，许强介绍，在清平乡沿绵远河近3公里之内，有10余条山沟同时暴发山洪泥石流。最终，清平乡附近山洪泥石流冲出量达600万立方米，被认为是国内近几十年以来规模最大的一次山洪泥石流灾害。
四川省政府20日通报，截至8月19日17时，此次强降雨共引发较大规模地质灾害75处（其中滑坡30处、崩塌6处、泥石流39处），576万人受灾，全省因灾直接经济损失约68.9亿元。
清平乡预警范本

据悉，在泥石流灾害发生的前三天，清平乡就接到暴雨预报，各地质灾害监测点开始24小时监测雨情。
8月12日16时33分左右，绵竹市国土资源局接到四川省汛期地质灾害防治应急指挥部及绵竹市气象局预报信息，未来48小时内有一次大雨至暴雨过程。经分析，强降雨引发崩塌、滑坡、泥石流灾害的可能性较大。
绵竹市国土资源局分别在17时39分和18时，向各山区、沿山区乡镇传达地质灾害预警信息和防灾要求。
当日18时左右，清平乡开始降雨，至晚22时，雨势加剧。晚23时40分，绵竹市国土资源局迅速要求清平乡立即启动应急预案，组织危险区内人员撤离。
就在那天晚上8点，清平乡7个监测点的16名监控员进入二级应急状态。此时，村干部开始挨家挨户通知村民们随时做好撤离准备。
晚12点，清平乡组织全乡机关干部到各村组发布疏散撤离警报，并组织危险区内的3000余人按预定路线向清平乡政府转移。
13日凌晨1时左右，乡境内大规模暴发群发性山洪泥石流，因疏散转移及时，目前为9人遇难，5人失踪。
许强从地震后一直关注着清平，多次到清平进行调研。
他认为，清平的成功除了前期预警，果断转移外，还得益平时的演练，“平时给群众都发了‘地质灾害明白卡’，上下写清楚自家附近哪里可能有滑坡，哪里有泥石流。发生灾害后，往哪里跑。老百姓做到心里有数，灾难来临前才不会慌乱”。
清平乡党委书记付兴和介绍，地震后这两年，每年进入5月1日以后，清平就要进行这方面演练，今年已演练了三次，通过演练让村民熟悉撤离路线。

Across New Orleans, those who lived through Hurricane Katrina are marking the anniversary in very different ways.
Some are attending symbolic funerals for Katrina, a chance to try to put the past behind them and move on. But for others, the memories are too raw and their losses too great.
The city has made big strides over the past five years. Three quarters of the pre-Katrina population have returned and many more new residents have made New Orleans their home.
But neighbourhoods like the Lower Ninth Ward remain desolate and for the most part empty; there are those here who still feel forgotten. The Big Easy is not quite back but it is on the road to recovery.
President Obama acknowledged that much has been accomplished but that there is still a long road to full recovery. Five years ago, some thought New Orleans was finished but it is hard to kill the spirit of one of America's most remarkable places.
"It is inspiring to spend time with people who've demonstrated what it means to persevere in the face of tragedy," he said.
A fortified levee system would be finished next year, Mr Obama pledged.
"We should not be playing Russian roulette every hurricane season," he said.
But he acknowledged that much remained to be done.
"I don't have to tell you that there are still too many vacant and overgrown lots. There are still too many students attending classes in trailers. There are still too many people unable to find work. And there are still too many New Orleanians who have not been able to come home."
In the past few months, the same region hit by Hurricane Katrina has had to cope with the environmental damage caused by the oil spill in the Gulf of Mexico.
President Obama told his audience that the White House would "stand with you until the oil is cleaned up, the environment is restored, polluters are held accountable, communities are made whole, and this region is back on its feet."
'Survivors'
A march and "healing ceremony" have also been scheduled in a district of the city where many houses still stand vacant.

专家指出，山区地震诱发的地质次生灾害将持续10年以上，其中5年内是高发期。由地震引发的崩塌，滑坡，泥石流和山洪形成灾害链，将在很长一段时间内考验四川。
四川省政府加强群防群测等四项举措，应对防灾新难题。
“这次受损程度是地震的5倍。”8月17日下午，唐维元背着哇哇哭个不停的女儿，满面愁容地看着自家深埋在泥石中的“明苑”农家乐。
“地震房子裂了还可以加固，倒了还可以掏出一些东西。现在泥石流淹过，啥也没有了”，唐维元认为，此次泥石流给龙池造成的损害程度是汶川地震的5倍。
震后着力打造“国际山水旅游度假小镇”的都江堰龙池镇，以农家乐为主导的震后重建搞得风生水起。
唐维元的“明苑”是龙池镇南岳村最早开业的农家乐。汶川地震，农家乐房屋被震裂，她和姐姐唐维淑两家贷款、借债，凑到70万元，重新加固、装修。去年5月1日，她们能同时接待40人的农家乐顺利开业。
唐维元说，就在她期盼着早日还清贷款时，8月13日的泥石流让她的希望顷刻化为泡影。
“想到严重，没想到这么严重”
连日暴雨，都江堰龙池、汶川映秀、绵竹清平，这三个地震重灾乡镇暴发的泥石流均超预料
8月17日，记者在龙池南岳村看到，沿河岸的数十栋黄白相间的小别墅，都被埋在泥石中。这些小别墅农家乐，有村民贷款自建，也有和成都市民联建等形式建起来的，投资从几十万到两三百万不等。
“汶川地震后，我们预测到泥石流等次生灾害会很严重，但没有想到这么严重。”许强告诉记者。
许强是《汶川地震地质灾害专项防治规划》编制组组长，成都理工大学地质灾害防治与地质环境保护国家重点实验室副主任，国内权威的地质灾害专家之一。
8月13日，暴雨云团沿着龙门山脉弧形推进。
当日下午1点，都江堰市龙池镇开始出现大暴雨，下午3点，特大山洪泥石流开始在龙池暴发。龙池镇沿龙溪河18公里长度范围内有50多条山沟同时暴发泥石流，比地震当年汛期后发生的泥石流增长近4倍。400万立方米的泥石淹没了龙溪河两岸无数新建的农家乐。
到14日凌晨，暴雨云团抵达映秀。
8月14日凌晨3时，短短2小时映秀降雨量达163毫米，映秀红椿沟的泥石流终于暴发。70万立方米的泥石流冲出红椿沟，截断岷江。改道的河水顷刻淹没了即将完工的映秀镇区。
都江堰的龙池、汶川映秀、绵竹清平，这三个地震重灾区乡镇，此次泥石流暴发规模都超出预料。许强说，震区许多几十年没有出现过泥石流的沟，此次都暴发泥石流
8月13日，绵竹清平暴发泥石流后，他第一时间赶到清平实地调查。
“大沟小沟，几乎沟沟都发”，许强介绍，在清平乡沿绵远河近3公里之内，有10余条山沟同时暴发山洪泥石流。最终，清平乡附近山洪泥石流冲出量达600万立方米，被认为是国内近几十年以来规模最大的一次山洪泥石流灾害。
四川省政府20日通报，截至8月19日17时，此次强降雨共引发较大规模地质灾害75处（其中滑坡30处、崩塌6处、泥石流39处），576万人受灾，全省因灾直接经济损失约68.9亿元。
清平乡预警范本
当地今年已进行3次泥石流预警演练，熟悉撤离路线；此次深夜遇灾3000人成功撤离

据悉，在泥石流灾害发生的前三天，清平乡就接到暴雨预报，各地质灾害监测点开始24小时监测雨情。
8月12日16时33分左右，绵竹市国土资源局接到四川省汛期地质灾害防治应急指挥部及绵竹市气象局预报信息，未来48小时内有一次大雨至暴雨过程。经分析，强降雨引发崩塌、滑坡、泥石流灾害的可能性较大。
绵竹市国土资源局分别在17时39分和18时，向各山区、沿山区乡镇传达地质灾害预警信息和防灾要求。
当日18时左右，清平乡开始降雨，至晚22时，雨势加剧。晚23时40分，绵竹市国土资源局迅速要求清平乡立即启动应急预案，组织危险区内人员撤离。
就在那天晚上8点，清平乡7个监测点的16名监控员进入二级应急状态。此时，村干部开始挨家挨户通知村民们随时做好撤离准备。
晚12点，清平乡组织全乡机关干部到各村组发布疏散撤离警报，并组织危险区内的3000余人按预定路线向清平乡政府转移。
13日凌晨1时左右，乡境内大规模暴发群发性山洪泥石流，因疏散转移及时，目前为9人遇难，5人失踪。
许强从地震后一直关注着清平，多次到清平进行调研。
他认为，清平的成功除了前期预警，果断转移外，还得益平时的演练，“平时给群众都发了‘地质灾害明白卡’，上下写清楚自家附近哪里可能有滑坡，哪里有泥石流。发生灾害后，往哪里跑。老百姓做到心里有数，灾难来临前才不会慌乱”。
清平乡党委书记付兴和介绍，地震后这两年，每年进入5月1日以后，清平就要进行这方面演练，今年已演练了三次，通过演练让村民熟悉撤离路线。
宁听骂声，不听哭声
震后四川灾区形成防灾共识，为避免巨大死伤，宁愿深夜转移群众而背负小题大做骂名
8月12日以来，四川遭遇的泥石流灾害虽然“超出想象”，但全省提前实施预防避让，撤离群众1.8万人，避免重大人员伤亡事件发生。全省因灾死亡16人，失踪66人。
其中，尤以都江堰龙池、绵竹清平和汶川映秀成功避险最为典型。
四川省地质环境监测总站站长李云贵认为，这3次地质灾害，如果不及时撤出，至少有50%的人将有生命危险。
“宁愿听骂声，不要听哭声”，蒋俊说，这是地震后，四川省国土厅应付地质灾害的原则。

Across New Orleans, those who lived through Hurricane Katrina are marking the anniversary in very different ways.
Some are attending symbolic funerals for Katrina, a chance to try to put the past behind them and move on. But for others, the memories are too raw and their losses too great.
The city has made big strides over the past five years. Three quarters of the pre-Katrina population have returned and many more new residents have made New Orleans their home.
But neighbourhoods like the Lower Ninth Ward remain desolate and for the most part empty; there are those here who still feel forgotten. The Big Easy is not quite back but it is on the road to recovery.
President Obama acknowledged that much has been accomplished but that there is still a long road to full recovery. Five years ago, some thought New Orleans was finished but it is hard to kill the spirit of one of America's most remarkable places.
"It is inspiring to spend time with people who've demonstrated what it means to persevere in the face of tragedy," he said.
A fortified levee system would be finished next year, Mr Obama pledged.
"We should not be playing Russian roulette every hurricane season," he said.
But he acknowledged that much remained to be done.
"I don't have to tell you that there are still too many vacant and overgrown lots. There are still too many students attending classes in trailers. There are still too many people unable to find work. And there are still too many New Orleanians who have not been able to come home."
In the past few months, the same region hit by Hurricane Katrina has had to cope with the environmental damage caused by the oil spill in the Gulf of Mexico.
President Obama told his audience that the White House would "stand with you until the oil is cleaned up, the environment is restored, polluters are held accountable, communities are made whole, and this region is back on its feet."
'Survivors'
A march and "healing ceremony" have also been scheduled in a district of the city where many houses still stand vacant.
